Do partisan public appointments undermine trust?

Doesn’t elevating party donors to grand public positions seem a little banana republic to you? This morning at the House of Commons DCMS Committee, I asked the Public Appointments Commissioner if making partisan public appointments undermines trust in public institutions such as the BBC.
